Mopeds vs. Motorcycles: What’s the Difference?

The main difference between mopeds and motorcycles lies in their technical specifications and legal requirements.

Mopeds (Category "M"): Engine power up to 4 kW. Maximum speed - up to 50 km/h. Registration and OSAGO are not required.

Motorcycles (Category "A"): Engine power over 4 kW. Speed can significantly exceed 50 km/h. Registration with the traffic police, OSAGO policy, and driver's license are required.

These categories are regulated by legal acts, including Federal Law No. 196-FZ "On Road Traffic Safety" and Resolution No. 1097. The choice between a moped and a motorcycle determines the extent of legal obligations that must be followed.

Licenses for electric motorcycles

The type of driver's license depends on the power of your electric bike:

Up to 4 kW (Category "M"): Any open category of license is sufficient, except for a tractor driver's license.

From 4 to 11 kW (Category "A1"): The subcategory "A1" will be required, which is added to existing licenses.

Over 11 kW (Category "A"): Passing exams in a driving school is necessary.

If your bike falls into category "M", registration is not required. However, riding without a license carries a fine of 50 to 150 dollars.

Is it necessary to register an electric motorcycle?

Mandatory registration is required for models:

  • With power over 4 kW.
  • Capable of reaching speeds over 50 km/h.
  • With a VIN number and the necessary documents.

Electric bikes with power from 0.25 to 4 kW are not subject to registration. Such models belong to category "M" and therefore do not require OSAGO and registration plates.

Numbers and OSAGO: in what cases are they needed?

  • Numbers are mandatory for bikes with power over 4 kW or a maximum speed over 50 km/h.
  • An OSAGO policy is required for all registered vehicles. For models up to 4 kW, it is not issued.

Age restrictions for driving

  • 16 years - for mopeds and bikes up to 4 kW.
  • 18 years - for motorcycles of category "A".

Fines for violations

  • Without a license: 50–150 dollars.
  • Without registration: 500–800 dollars.
  • Without OSAGO: 5–10 dollars.
  • Without a helmet: 10 dollars.
  • Transferring control to a person without a license: 300 dollars.

Conclusion

Electric motorcycles are not only convenience but also responsibility.
